How to congratulate my neighbor on her new baby?

Say I heard that you had a baby! Congratulations! Then she'll probably go on and on about him/her because she's probably really excited. Well maybe not on and on but enough to have a quick conversation. You'll be satisfied by telling her that your happy for her, and she'll be satisfied because now she knows she has a caring neighbor.
